HPPL has some funding for dogs.  If you cannot afford to fix your dog, contact Debby Ryan at

East Montgomery County Residents - Large breed dogs and puppies

Texas Litter Control has received funding from a grant through Petsmart Charities to spay/neuter large breed dogs and puppies for owners within 1/4 mile of the following zip codes:  77357, 77302, 77365, 77306, 77303, and 77372.

To qualify for this grant, the dog's owner must be on public assistance, Social Security or be able to provide a paystub showing he/she makes less than $31,200 per year.

To receive a free spay/neuter through this program, you must:

1.  Apply for a voucher by filling out the form at this link.


2.  After you receive your voucher, you must book an appointment for your dog.  We do not accept walk ins for vouchers.

3.  You must show proof of residence within the specified area and proof of public assistance, Social Security or income at check in.

The voucher will include:  Spay/neuter surgery, take home pain medication, Rabies Vaccine, Micro-chip, DA2PP Vaccine and eCollar.​
